Bayombong, Nueva Vizcaya – Dr. Betchie E. Aguinaldo, Director of the Business Intelligence Research and Development Center (BIRD-C), played a pivotal role as one of the distinguished resource speakers at the Nueva Vizcaya ICT Congress 2023. This prominent event took place at the Convention Center Capitol Compound in Bayombong, Nueva Vizcaya and was hosted by the Province of Nueva Vizcaya and the Department of Information and Communications Technology.

Dr. Aguinaldo’s engaging presentation revolved around the journey and achievements of BIRD-C, a vital research center, and delved into the innovative systems developed with support from DOST R02, DOST PCIEERD, and DOST PCHRD. Among the highlights of these pioneering technologies were “HEALTHGUARD,” initially piloted in Ilagan City, as well as “ODeSSEE,” “iCity: Digital Business Locator,” and “IoT OL Trap and Community Dengue Early Warning System (CDEWS),” first piloted in Cauayan City.
The technologies engineered and pilot-tested in Cauayan City are designed to align with the United Nations Sustainable Development Goals (UN-SDG), emphasizing the drive towards smarter and more sustainable communities. Dr. Aguinaldo’s presentation further underscored the value of SDG 17 – “Partnership for Goals,” serving as a critical framework to foster collaborations with partner agencies, academic institutions, government bodies, and public and private stakeholders. This collective effort strengthens resource management practices, directly addressing the needs and requirements of municipalities within the Province of Nueva Vizcaya.

By establishing robust ICT infrastructure, the region is primed to attract investors and create a dynamic platform for industries, leading to job opportunities for the people of Nueva Vizcaya.
